Weighted-random Worker selection per send (TrustScore × headroom), 24h capacity caps, post-burst cooldown.

Responsibilities
  • •For each incoming Send, pick a Worker by TrustScore × remaining-headroom weighting
  • •Honor daily message cap per Worker (20-200 depending on warmup day)
  • •Apply cooldown after burst (15 min after 10 sends in 60s)
  • •Per-region pool filter — IT Send routes only to IT Workers
